For more than 20 years, Dr. Kelvin L. Spragley has worked as an advocate on behalf of institutions and individuals who support needy populations. His hands-on experience in the fields of survey research, program evaluation, grant-writing and research, and public education advocacy have been the center of his professional life since 1993.
From 1986-1989, Dr. Spragley served his country in the U.S. Army. Upon leaving active duty service, he attended Chowan College where he earned an Associates of Arts in History in 1991. After leaving Chowan College, he attended East Carolina University and earned his Bachelor of Science degree in Social Science Education. Once his studies at East Carolina were completed, he taught in the Wake County Public School System for six years as a teacher of Social Science. During his time as a teacher, Dr. Spragley also wrote curriculum and served as co-chair of the school improvement team.
Shortly after completing his Master’s degree in 1999, Dr. Spragley left the teaching profession to begin work as an education advocate, working as an Education Consultant for the North Carolina Association of Educators. Soon after, he enrolled in the Doctor of Philosophy program at North Carolina State University. He completed his doctoral studies in May of 2009 in the area of Curriculum and Instruction. His research interests as a doctoral student included: the impact of teacher organizations on curriculum and instruction; survey research; the impact of advocacy organizations; program evaluation. From 2001-2010, Dr. Spragley worked concurrently as the Associate Executive Director of the 60,000 member North Carolina Association of Educators and the Executive Director for the North Carolina Foundation for Public School Children, a 501 ( c ) (3) non-profit that provides support to needy public school children and grant support to public school educators.
Dr. Spragley is the founder and owner of “The Spragley Group, LLC”.

The owner of the company has 11 years of experience working for advocacy organizations, with 9 of those years in the capacity of Executive Director and Associate Executive Director of small and large non-profit organizations. He also has numerous corporate relationships in the non-profit and for-profit arenas, the public school system, and the advocacy community. Dr. Spragley is an Army veteran who served in the U.S. Army for 3 years and served in the Army National Guard for 4 years. Dr. Spragley was a classroom teacher for six years where he taught technology, social studies, wrote curriculum, and was the director of an after-school program where he interfaced with legislative officials.
Other individuals who work for The Spragley Group have skill sets and competencies that enhance and personalize the work conducted with respective clients. With well over 75 years of combined staff experience working with non-profits and advocacy groups in the areas of organizing, survey research, grant-writing, and program implementation and evaluation, the scope and sequence of the companies’ work makes the relationship with the client very practical and real-world. The Spragley Group also contracts with other researchers and individuals who have worked in the non-profit and advocacy industry.
